The Thai State Railway website is available in English on http://www.railway.co.th/home/Default.asp?lenguage=Eng
This site includes full timetable info for the Southern line, and is supposed to have an online booking option.

If you’re having trouble with that website, the other option would be to use an agent to book your train ticket.
There are many online agents who can do this, including:

    - http://www.asia-discovery.com/train.htm

It should also be noted, that it is normally necessary to book your ticket well in advance.
The trains usually become fully booked, as they are popular with not only tourists but local Thais.

The best option is to try to get an overnight sleeper train, departing from Bangkok mid-evening, traveling overnight to Chumphon (from where you can catch the ferry to Koh Tao).
If you opt for a 1st or 2nd class sleeper with a/c, it’s comfortable enough to get some rest en-route.

The State Railways of Thailand recently suspended the online booking, without giving any reason. As already mentioned, tickets can be booked trough a travel agent, directly at the train station or last but not least try to call the hotline of SRT 1690.
